Quick maths tells me the Ishtar does 495 DpS with 15 Ogre IIs.
Talk about overpowered.

Yes, Ishtars and Domi's will be ship of the month for a while.
Im guessing the drones havent changed in volume? (Much like tech2 guns take more grid and CPU.)

Since i'm bored, some more maths.
These drones do 990 damage per volley. Thats assuming 15 Ogre IIs and all skills at 5. A 'usual' Ishtar / Domi pilot will be at 450 DpS, or 900 damage / volley. (14 Ogre IIs and lvl4 spec skill)

Looksiepants:
(1.6 * 1.2 * 1.25 * 1.25 * 22) / 2.0 = 33
(Tech1 Dmg mod * 20% tech2 bonus * Hvy drones V * Spec V * Ogre thermal dmg) / RoF = Damage / Second / Ogre
33 * 15 = 495 last i checked.

Drones, in theory, arent overpowered. Except once you use them on a ship like an Ishtar or Dominix, which can fit a full tank, along with gank-like damage now, and a few nosf to go with it.

Just some maths here. What if drones got 2% damage for Spec like turrets, instead of 5%.
(1.6 * 1.2 * 1.25 * 1.1 * 22) / 2 = 29.04 Damage / Second / Ogre
Comes down to 435 DpS for 15 Ogre IIs, or your regular Ishtar pilot with 399 DpS.
Still too much tbh, although much more reasonable.

So.
A Deimos does 580 DpS , uses 7 slots for this, and uses up most of its grid.
An Ishtar does 500 DpS, has used no slots for this, and has all its grid left.
Spot the imbalance. 
Oh, and to the guy saying you finally have a good ship. The Deimos, the Ishtar, the Enyo, the Ishkur, the Thorax, the Incursus have always been good ships.
